Wise County is currently experiencing significant population growth and development which is anticipated to continue and increase in the years and decades to come. The leadership of the cities of Alvord, Aurora, Boyd, Bridgeport, Decatur, Newark, New Fairview, Paradise, and Rhome have been working with Wise County and several water-related entities, such as the Upper Trinity Groundwater Conservation District (UTGCD) and Walnut Creek Special Utility District, to try and find a regional approach to meet the water and wastewater needs of the citizens of Wise County. The mayors of these cities formed the Wise County Mayors Coalition (WCMC) to identify a regional approach to meeting these water and wastewater needs. The WCMC received information from Doug Shaw, UTGCD General Manager, on a study they completed on regional water supply and facilities planning. The study is included in the informational documents below. The study concluded that the growth our region is experiencing has created an unsustainable demand on the groundwater that is available to Wise County.
The WCMC supports the creation of a regional water district in Wise County to better provide for the development of future drinking water supplies and the provision of water, wastewater, solid waste, and liquid waste services. The WCMC appointed the Wise County Mayor's Coalition Steering Committee (WCMCSC) to seek regional options that can provide reliable long-term solutions for the water and wastewater needs of the region. WCMCSC put out a Request for Proposal for legal services for water and wastewater and selected Lloyd Gosselink Rochelle and Townsend, PC to provide legislative services and legal representation for creation of the Wise Regional Water District. The Wise Regional Water District would have the authority to plan, purchase, construct, and operate facilities, plants, and equipment to provide water and wastewater for municipal, domestic, and industrial uses under the direction of the District’s Board of Directors. The proposed District would not have the authority to levy and collect ad valorem taxes, but the District would have the authority to issue bonds to finance capital improvement projects. The proposed legislation would be based on the legislation adopted by the Texas Legislature in 1989 that created the Upper Trinity Regional Water District which is a non-profit regional water district formed to help the citizens of Denton County.
The creation of the Wise Regional Water District would allow municipalities and water/wastewater service providers in Wise County to better coordinate the development of drinking water supplies, the provision of potable drinking water, and address the wastewater and waste needs of the citizens of Wise County. The Wise County Mayors Coalition believes that the creation of the Wise Regional Water District would serve the best interests of the public and enable Wise County to handle the rapid growth and development that is occurring.
